I hate disagreeing but the heat of the flame doesn't allude to the strength of the bender. On Extras it was said that Ozai is the strongest firebender on the planet of course until Aang does his thang. We all know Azula is a wee bit off and much angrier than everyone for w/e reason so her flame is a little hotter.
